
The EVIDA Law, Explained: What It Promises, What's Real, and What It Means for You
Signed into law in 2022, the Electric Vehicle Industry Development Act is the Philippine government's biggest push yet toward EVs. Nearly four years in, here's an honest look at what's working, what isn't, and whether it changes the math on buying an EV - whether that's a BEV, HEV, or PHEV.

If you've been researching EVs in the Philippines, you've probably heard about the EVIDA Law. Maybe a dealership mentioned the coding exemption when you were looking at a Toyota hybrid. Maybe you read somewhere that EVs are now "duty-free." Maybe you've heard it can save you money but weren't sure how much, or whether it even applies to the car you're considering.
The thing is, EVIDA applies to more vehicles than most Filipinos realize. It's not just for fully electric cars. Hybrid vehicles and plug-in hybrids are also covered and that changes the conversation significantly for the large number of Filipino buyers who are considering a hybrid before committing to a full BEV.
Let's further understand the situation. What you should realistically expect as a Filipino vehicle buyer in 2026.
So, What Is the EVIDA Law?
Republic Act 11697, officially called the Electric Vehicle Industry Development Act, lapsed into law on April 15, 2022. It's the government's framework law for accelerating EV adoption in the Philippines - covering import duties, consumer incentives, charging infrastructure, and government fleet electrification.
The core idea of EVIDA Law is to make electric vehicles cheaper to buy, easier to own, and less of a hassle to use, then build the ecosystem around them.
The DOE, DTI, LTO, DENR, and the Bureau of Customs are responsible for turning those provisions into reality on the ground. That's where the gap between "what the law says" and "what actually happens" often emerges.
The DOE clarifies that EVIDA's benefits extend to all officially classified EV types - Battery Electric Vehicles (BEVs), Hybrid Electric Vehicles (HEVs), Plug-in Hybrid Electric Vehicles (PHEVs), and Light Electric Vehicles (LEVs) like e-bikes and e-scooters. In addition, the DOE now recognizes six total EV classifications, adding Range Extender EVs (REEVs) and Fuel Cell EVs (FCEVs) in 2025.

The Benefits You Actually Get
Here are the key provisions that matter to you, and what they look like in practice:
📉 Zero Import Duties
BEVs have been duty-free since 2023 under EO 12. Since May 2024, HEVs and PHEVs joined the list: all at 0% tariff until 2028. This has already moved prices on popular models.🚗 Coding Exemption
BEVs, HEVs, PHEVs, and LEVs are all exempt from number coding (Unified Vehicle Volume Reduction Program or UVVRP) under EVIDA Law for eight (8) years from the law's implementation, currently running until 2030.💸MVUC Discount
BEV owners get a 30% discount on the Motor Vehicle User's Charge (MVUC). HEV owners get a 15% discount. Both apply for eight years from EVIDA's effectivity.🔋Excise Tax Relief
Under the TRAIN Law, BEVs are fully exempt from excise tax. Hybrids (HEVs and PHEVs) pay only 50% of the applicable excise tax rate - a meaningful cost reduction at the top of the market.🅿️ Priority EV Parking
New commercial establishments and malls are mandated to provide a dedicated EV parking slots with charging provisions. You'll increasingly see green-marked EV bays in Metro Manila.⚡Charging Infrastructure Mandate

Where the Philippines Actually Stands
As of early 2026, the numbers tell an encouraging, but still early story. The most recent official data covers mid-2025, with full year 2025 figures expected to be confirmed by mid-2026.

The Comprehensive Roadmap for the Electric Vehicle Industry (CREVI) target for EV charging stations by 2028. As of August 2025, there's officially 992 publicly accessible charging stations in the country.
The growth is real and accelerating year-on-year, DOE and EVAP admits that it's still a long way to go. Despite four-wheeled EV sales jumped 277% from 2023 to 2024 alone, the market is still finding its feet. While BEVs account for 75% of four-wheeled EV sales, HEVs at 23%, and PHEVs at just 2%. and the charging network has tripled since 2023, it still sits at roughly 13% of the 2028 CREVI traget, with deployment heavily concentrated in Metro Manila.
Nearly Four Years In: Where Does EVIDA Stand?
Passed doesn't mean fully implemented. Nearly four years after signing, here's the scorecard on where each provision actually stands as of early 2026.
EVIDA Provision: Zero Import Duty
Applies To: BEV, HEV, PHEV
Status: Delivered
Reality Check: BEVs at 0% since 2023 under EO 12 while HEVs and PHEVs joined in May 2024, all at 0% until 2028. Already reflected in current market prices for all three vehicle types.
EVIDA Provision: Coding Exemption (UVVRP)
Applies To: BEV, HEV, PHEV, LEV
Status: Patchy
Realty Check: National law is clear and runs until 2030. However, an Oct 2025 MMDA system error still flagged EV for coding, prompting an emergency DOE meeting with LTO, MMDA, and LGUs. The citation was dismissed, but the incident highlighted how inconsistently EVIDA's exemptions are being enforced on the ground. Enforcement quality depends on your city, and that hasn't fully resolved heading into 2026.
EVIDA Provision: MVUC Discount
Applies To: BEV (30%), HEV (15%)
Status: Delivered
Reality Check: Applied at LTO registration for eight years from EVIDA's effectivity. Annual savings depend on your vehicle's weight class. Worth checking the specific amount for your model at LTO.
EVIDA Provision: Excise Tax; Exemption / Reduction
Applies To: BEV (100%), HEV / PHEV (50%)
Status: Delivered
Reality Check: Under the TRAIN Law, it is already embedded in manufacturer suggested retail prices, not a cash rebate. You've received this benefit the moment you compare today's prices to pre-EVIDA costs.
EVIDA Provision: Priority EV Parking
Applies To: All EV types
Status: Growing
Reality Check: SM, Ayala, and Robinsons malls in Metro Manila are mostly compliant. Provincial and secondary city compliance remains inconsistent heading into 2026.
EVIDA Provision: EV Charging Network (CREVI)
Applies To: BEVs and PHEVs
Status: Behind Target
Reality Check: ~912 active stations as of mid-2025, up from ~300 in 2023, but only ~13% of the CREVI 2028 target of 7,300. Heavily Metro Manila-concentrated. DOE is developing rules to require charging at gasoline stations, but the gap is substantial.
Does EVIDA Change the Math on Buying an EV?
For many buyers, it already has - the savings are built into today's prices.
The zero-tariff policy has been the most tangible financial impact of EVIDA so far. BEVs have been duty-free since 2023 where HEVs and PHEVs followed in May 2024. Combined with excise tax reductions under the TRAIN Law, these savings have already been absorbed into manufacturer suggested retail prices. It means that you've benefited the moment you compare today's prices to what these vehicles would have cost pre-EVIDA.
The coding exemption, if your LGU enforces it, adds real daily value. For commuters in areas with active coding enforcement, not being restricted by plate number is worth something concrete - estimate the cost of days you'd otherwise be blocked from driving, or the practical value of eliminating friction entirely.
The MVUC discount is smaller but consistent. The 30% off annually for BEV owners, 15% for HEV owners, for eight years, it's not transformative, but it's real money, year over year.
The Bottom Line
The EVIDA Law is the most important policy framework the Philippine EV market has ever had and it covers more ground than most people realize. The coding exemption, zero import duties, and tax incentives apply not just to fully electric cars, but to hybrids and plug-in hybrids as well.
Furthermore, several of EVIDA's key financial benefits have already been baked into today's vehicle prices. You're not waiting for a future perk, you've already received it in the form of lower sticker prices for BEVs, HEVs, and PHEVs, compared to pre-EVIDA costs.
What hasn't fully arrived yet is consistent enforcement and infrastructure. The coding exemption works well in some cities and poorly in others. Charging provisions in buildings are mandated but not always installed. These gaps will close over time - the trend line is clearly improving, but they're real today.
The practical takeaway here is that don't choose a vehicle purely because of EVIDA incentives. Choose based on your driving pattern, budget, and lifestyle. If the benefits apply to you and already considering a BEV or Hybrid, that's a real bonus on top of a decision that already makes sense.
